I do not work in French however I would like to know if there is a figure or formula to express the percent of expansion (or perhaps contraction) of word count, going from English into standard literary French (a biography without much dialogue).
A response in French is fine.

The rule of thumb I was given in my translation courses is + 15% (EN-FR). Of course it all depends on style, the kind of document and client specifications for a given project. I think this would apply generally to a biography, where anything more could be considered "too long". I hope that helps.
I found this page: http://www.omnilingua.com/resourcecenter/textexpansion.aspx which seems to agree with the above statement (15-20%). It also outlines text contraction and/or expansion for other languages.

It really depends much on the writing style of the translator. Everybody agrees that French is much longer than German. Though, as far as I tried to compare, my French translations from German are always either equal, either shorter than the German source.

Pour les traductions de l'anglais vers le français, le coefficient de foisonnement pris en compte par les agences avec lesquelles je travaille est de 1,20 (soit 1.200 mots en français pour 1.000 mots en anglais).

Ca dépend de la spécialisation et du style.
Je puis vous assurer qu'en médecine et pharmacologie cliniques, pas techniques genre manuel du parfait bricoleur biologiste ou radiologue où le style est tragiquement indigent, c'est facilement du 25 %.

J'ai constaté, sur plus de 25 ans d'expérience et des milliers de documents, que le foisonnement en traduction strictement technique, au sens high tech du terme (télécom, informatique, armement, aéro, etc.) dépasse rarement 10%.
Sauf bien sûr lorsqu'un client vous demande de traduire "Allen key" par "Clé hexagonale mâle pour vis à six pans creux"
