Actually you deliver the files in the project, not the project as a whole. Open the project, select the files, right-click, and there you should see the option. If you have an offline package, you will create a delivery file to be emailed/sent to your customer. If the project is online, the files are simply registered as delivered.

You have to open the project, then select the files inside the project, exactly as Tomás explained to you.
You´ll see meanwhile the requested option "Send/Deliver" has appeared.

Once you highlight/select the project by clicking on it, the deliver/return option should be displayed.
