Can it really be as simple as "from the perimeter of Rosneft"?

Little research into oil and gas industry shows that "perimeter" is a short term for perimeter (contractual area, or block) of oil and gas exploration.

"Company conducts exploration operation in an oil/gas perimeter"

IMHO, this is what Sechin means when he talks about the perimeter. It is about the AREAS within the Rosneft license areas. I would leave the phrase as is -
"within the (operational) perimeter of Rosneft"

The word is totally excessive. It's just another corporate buzzword that doesn't add a bit to the general sense of the sentence.

Sechin complains that Gazprom is not willing to supply any gas to the Eastern Petrochemical Company, suggesting Rosneft to use its own resources (whether they are owned directly by Rosneft, or by its subsidiaries or whatever - it doesn't matter absolutely)

Or you could just use Rosneft Group - "find extra gas from Rosneft Group's resources".
That would work much better than perimeter (I believe it sounds odd in English, am I right?)
