Source text - English For more than two decades, six administrations under four presidents have pursued the denuclearization of the Korean Peninsula. Despite international efforts, North Korea has conducted four nuclear tests in 2006, 2009, 2013 and 2016, demanding to be recognized as a nuclear weapon state. U.S. policy goals of deterrence from developing nuclear weapons and of prevention from proliferating nuclear program-related technology to other states have failed. Whether or not an H-bomb exploded over a mountain in northeastern North Korea on January 6th 2016, the country is definitely on the verge of entering the small club of nuclear states. Supreme Leader Kim Jong-un seems to have abandoned the idea of denuclearization and has declared the test to be “self defensive” against American imperialism. The DPRK’s latest nuclear test has been condemned by the international community and has generated renewed tensions in the region. South Korean President Park Geun-hye called for a stronger response by the international community, leading to UN Resolution 2287 of April 8th, 2016 which reaffirms the stance taken by the Security Council in Resolution 2094 and strengthens the sanctions implemented against DPRK. The North Korea Sanctions Enforcement Act voted by an overwhelming majority by the U.S. House of Representatives and the Senate at the beginning of the year has similarly strained U.S. bilateral relations with North Korea.
All efforts toward a de-escalation of the security dilemma in the Korean Peninsula have been in a stalemate since the January 6th nuclear test. The Obama Administration, entrenching itself behind a policy of “strategic patience” since the failure of the Leap Day Agreement, has not engaged with the North Korean regime. All parties directly involved in the Korean Peninsula security dilemma – the U.S., the Republic of Korea (ROK), China, Japan, Russia and to some extent the U.N. – have stiffened their positions in response to Pyongyang’s demonstration of force.
