• The ICC (Consumer Confidence Index) climbed to 120 points in February 2001, a 3% rise MoM. It was the third consecutive month of improvement.
• As a result, the ICC is virtually in line with the previous peak of April 1997 of 121 points, and close to the highest level since the Real Plan of 129 points in January 1995 (chart 1).
• The positive driver in February was the Index of Future Expectation, one of ICC's two components, which grew 5% MoM in February 2001 to 128 points. The other component, the Index of Current Economic Condition, remained practically stable from January at 108 points, although it skyrocketed in January 2001.
• Therefore, February was the second consecutive month when the two components of the ICC stayed above 100 points, which is the optimistic range of consumers’ sentiment.
• We reiterate our expectation that the ICC will remain within the range of 110-120 points through 2001, driven by a sustainable GDP growth performance in the year.
• In our view, the favorable Consumer Confidence leads to an improved Popularity of President Cardoso (chart 2), thus strengthening his leadership in two ways (1) in establishing a constructive Agenda with Congress in March to vote relevant projects for the government, and (2) in negotiating the appointment of the Coalition’s candidate for the 2002 Presidential Election. Both cases are positive for the market.

• Como resultado, o ICC está praticamente alinhado com o pico anterior ocorrido em abril de 1997, e próximo do nível mais elevado desde o Plano Real, quando cravou 129 pontos em janeiro de 1995 (vide tabela 1).
• O indicador que provocou o resultado de fevereiro foi o Índice de Expectativas Futuras, um de seus dois componentes, com um crescimento de 5% em fevereiro de 2001 em relação ao mês anterior, chegando a 128 pontos. O outro componente, o Índice de Condições Econômicas Atuais, permaneceu praticamente estável desde janeiro, em 108 pontos, apesar de ter apresentado crescimento significativo em janeiro de 2001.
• Portanto, fevereiro foi o segundo mês consecutivo em que ambos os componentes do ICC permaneceram acima dos 100 pontos, que é a faixa otimista da percepção do consumidor.
• Reiteramos nossa expectativa que o ICC permanecerá na faixa de 110-120 pontos ao longo de 2001, impulsionado por um crescimento sustentável do PIB no ano.
• Em nossa opinião, a confiança favorável do consumidor aumenta a popularidade do Presidente Fernando Henrique Cardoso (tabela 2) fortalecendo assim duplamente a sua liderança: (1) ao definir uma agenda construtiva com o Congresso em março para a votação de projetos relevantes para o governo, e (2) na negociação da indicação do candidato da base governista para as eleições presidenciais de 2002. Source text - English Although international human rights and humanitarian law consistently prohibit torture under any circumstance (see chapter I), torture, and ill-treatment are practised in more than half of the world’s countries.3,4 The striking disparity between the absolute prohibition of torture and its prevalence in the world today demonstrates the need for States to identify and implement effective measures to protect individuals from torture and ill-treatment. This manual was developed to enable States to address one of the most fundamental concerns in protecting individuals from torture —effective documentation. Such documentation brings evidence of torture and ill-treatment to light so that perpetrators may be held accountable for their actions and the interests of justice may be served. The documentation methods contained in this manual are also applicable to other contexts, including human rights investigations and monitoring, political asylum evaluations, the defence of individuals who “confess ” to crimes during torture and needs assessments for the care of torture victims, among others. In the case of health professionals who are coerced into neglect, misrepresentation or falsification of evidence of torture, this manual also provides an international point of reference for health professionals and adjudicators alike.
Translation - Portuguese Embora tanto os direitos humanos internacionais quanto as leis comunitárias proíbam veementemente a tortura, sob toda e qualquer circunstância (ver Capítulo I), a tortura é praticada em mais da metade dos países.3,4 A enorme disparidade entre a proibição absoluta da tortura e sua prevalência no mundo contemporâneo demonstram a necessidade do Estado identificar e implementar medidas efetivas para proteger o indivíduo da tortura e dos maus-tratos. Este Manual tem como objetivo permitir que os países abordem uma das maiores preocupações na proteção dos indivíduos contra a tortura – sua efetiva documentação. Tal documentação poderá lançar luz sobre indícios de tortura e maus-tratos, para que os perpetradores possam ser responsabilizados por seus atos e para que os interesses da justiça sejam preservados. Os métodos de documentação aqui contidos aplicam-se também a outros contextos, inclusive a investigação e monitoramento dos direitos humanos, avaliação de pedidos de asilo político, defesa de indivíduos que confessam crimes sob tortura e ajuda assistencial às vítimas de tortura, entre outras situações. No caso de profissionais de saúde coagidos a omitir, adulterar, ou falsificar evidências de tortura, o Manual também serve como um ponto de referência internacional tanto para profissionais de saúde quanto para juízes.
