Only when I have recently had to decline work from them because of being too busy. When things ease off I then sometimes send an email saying I've got my head above the water again and would welcome further work from them.

I have a solid customers’ base with whom I have been working for at least 15 years. One group is very regular: they send me work several times a week, others once or twice every month, others twice in a year. The other group is more sporadic: they only send me work once in a blue moon…

Unless they contact me, I would only usually contact them unsolicited if there were any bills pending issuing, or for a similar administrative reason. I certainly wouldn't pester them about the lack of work forthcoming, at least not for the first year or so of inaction. Times are hard, and some of my clients are small businesses.

In the following order:

1. I'm not busy enough
2. I enjoyed working with that client
3. They usually send me regular work and/or were planning something and had informed me about it

But then other clients request work and I forget about it.

... circumstances bring something that might be of their private or professional interest.
My clients and I live in different informatic bubbles and our relationship is a single common point in big data profiling algorithms, so sometimes I have a piece they need and that could have passed unnoticed.

I try not to depreciate the time management of an other, even if the other is a client.

I find it humiliating. I believe if they have suitable projects and they are happy with my services, they will contact me, not the other way around. Why should I contact them if they do not have projects in my pairs or trying to find someone who is cheaper?

When I didn't have enough regular clients, I would contact them. But when there were enough regular clients(and higher rate), I would end cooperation with cheaper ones.

...actually this past April, when I hadn't heard from the client as expected, after working from them for several months. Sadly, I found out that because of low books sales due to Covid-19, the client has decided to hold back for now, when it comes to the luxury of translations.

Sending too many messages may implicitly show that you are idle and you only have them as client or source of income.
