Nações Unidas, Praia, 23 de Julho de 2014. No quadro do Projecto de Reforço das Competências Técnicas e Funcionais das Instituições Superiores de Controlo (ISC), Parlamentos Nacionais e Sociedade Civil para o controlo das Finanças Públicas nos PALOP e em Timor Leste, foi realizado no dia 23 de Julho no salão de banquetes da Assembleia Nacional, uma Audição conjunta pública.
Durante esta Audição que tive como objectivo encontrar conjuntamente as melhores soluções em relação ao Orçamento para 2015 e anos subsequentes para o sector da Justiça, bem como capacitar os Deputados para os Debates das Propostas do Orçamento do Estado e a fiscalização da sua execução, foram auscultadas as seguintes entidades:
• O Ministro da Justiça José Carlos Correia
• O Presidente do Supremo Tribunal de Justiça Arlindo Medina
• O Presidente do Conselho Superior da Magistratura Judicial Teresa Évora
• O Presidente do Conselho Superior do Ministério Público Óscar Tavares
Esta sessão organizada pela Comissão Especializada de Assuntos Jurídicos Direitos Humanos e Comunicação Social (CEAJDHCS) contou ainda com a participação de alguns deputados membros da Comissão Especializada de Finanças e Orçamento.
A abertura dos trabalhos foi feita pelo presidente da CEAJDHCS, o deputado Clóvis Silva, que fiz um enquadramento dessta Audição Conjunta enquanto sessão de trabalho parlamentar, continou com uma intervenção para cada entidade presente, seguida de uma ronda de perguntas e respostas dos membros desta Comissão e deputados presentes.
O Ministro José Carlos Correia considerou que “com esta Audição os parlamentares terão a oportunidade de ouvir em primeira pessoa os principais atores do sistema de justiça que apresentaram as suas principais necessidades e prioridades para os proxímos anos, permitindo assim que eles sejam melhores informados e preparados para fazer as achegas sobre as propostas que o Governo irá apresentar para o Orçamento de 2015” .
De realçar que esta acção foi precedida de missões ao terreno na cidade da Praia e em São Vicente que permitiram recolher informações sobre o orçamento e a despesa pública ao nível das comarcas.
Lembra-se que este projecto é financiado pela União Europeia e implementado pelo PNUD, com uma duração de três anos, sendo que a segunda componente deste projecto é direccionada aos Parlamentos, visando especialmente que os deputados possam fazer uma avaliação mais exacta e abrangente do papel dos órgãos legislativos durante o processo orçamental, bem como a eficácia do seu controlo nas políticas governamentais.

Within the framework of the Project for Strengthening the Technical and Functional Skills of the Supreme Audit Institutions (SAI), National Parliaments and Civil Society for the Control of Public Finances in the PALOP Countries and Timor-Leste, a Joint Public Hearing was held on 23 July in the banqueting hall of the National Assembly.
The objective of this Hearing was to jointly reach the best possible solutions in relation to the Budget for 2015 and following years for the Justice sector, as well as to prepare Members of Parliament for the Debates on Proposals for the State Budget and the monitoring of their implementation. The following were consulted:

• The President of the Supreme Court of Justice, Arlindo Medina
• The President of the Supreme Judicial Council, Teresa Évora
• The President of the Supreme Council of the Prosecution Service, Óscar Tavares
This session, organized by the Specialist Commission on Legal, Human Rights and Social Communication Issues (CEAJDHCS), also benefited from the participation of some Members of Parliament who were also members of the Specialist Commission on Finance and Budgeting.
The discussions were opened by the President of CEAJDHCS, the Member of Parliament Clóvis Silva, who provided an overview of the Joint Hearing as a Parliamentary work session. They continued with a contribution from each body present, followed by a Question and Answer session for the Commission and the Members of Parliament present.
The Minister José Carlos Correia considered that "this Hearing gives Parliamentarians the chance to hear for themselves the principal actors in the justice system, who will present their main needs and priorities for the coming years, thus allowing Members to be better informed and better prepared to contribute to the discussion on the proposals which the Government will present for the 2015 Budget."
This event was preceded by field missions in the city of Praia and on São Vicente which enabled the collection of information about budgets and public spending in the judicial districts.
The project is financed by the European Union and implemented by UNDP, and will last three years. The second component of the project is directed at Parliaments. It aims especially to enable Members of Parliament to evaluate more precisely and comprehensively the role of the legislative bodies during the budgetary procedure, as well as the effectiveness of their control on government policies.

2.2 bilhões de pessoas ainda são pobres ou muito perto de serem consideradas pobres, adverte o Relatório do Desenvolvimento Humano 2014 sobre vulnerabilidade e resiliência.O desenvolvimento humano está ameaçado pela vulnerabilidade persistente. E se essa vulnerabilidade não for enfrentada de forma sistemática, através de políticas e normas sociais, o progresso não será equitativo, nem sustentável.
Este é o ponto principal do Relatório do Desenvolvimento Humano 2014 que foi lançado em Tóquio no dia 24 de Julho, pelo Primeiro-Ministro do Japão, Shinzō Abe, pela Administradora do Programa das Nações Unidas para o Desenvolvimento (PNUD), Helen Clark, e pelo Diretor do Gabinete do Relatório do Desenvolvimento Humano, Khalid Malik, sob o lema Sustentar o Progresso Humano: Reduzir as Vulnerabilidades e Reforçar a Resiliência.
Em Cabo Verde o lançamento do Relatório teve lugar, hoje, na sala de conferências do Palácio do Governo, na cidade da Praia, no dia 25 de Julho e foi presidido pelo Primeiro Ministro de Cabo Verde, José Maria Neves, contando ainda com a presença da Coordenadora Residente do Sistema das Nações Unidas em Cabo Verde, e Representante do Programa de Desenvolvimento das Nações Unidas (PNUD), Ulrika Richardson.
“ Hoje mais do que nunca, temos que buscar e entender as fontes de vulnerabilidade para construir mecanismos que reforcem a resiliência das Nações e assegurem um progrsso duradouro” afirmou Ulrika Richardson durante o lançamento. “E’ necessario estar atentos para as desigualdades, identificando claramente as razões subjacentes ao desenvolvimento desequilibrado”.
O Relatório de 2014 traz uma perspectiva inovadora sobre questões de vulnerabilidade e propõe alternativas de políticas concretas para fortalecer a resiliência dos povos e Nações frente a estas questões. Esta discussão ocorre em um momento crucial em que aproximamos do término de 15 anos de trabalhos ao redor dos Objetivos do Milênio e o mundo une forças para a elaboração de uma nova Agenda de Desenvolvimento Global Pós 2015. Ao mesmo tempo, a maior integração económica e financeira global implica uma maior susceptibilidade das economias com relação a crises mundiais de várias naturezas e origem, exigindo maior coordenação entre as Nações.
Segundo o Primeiro Ministro “ os temas abordados nos diferentes Relatórios tem sido fundamental, não somente para a definição da estratégia de desenvolvimento do país, mas também para a definição de políticas públicas de curto e medio prazo e introduzir correcções ou reforçar as áreas mais pertinentes ao processo global do desenvolvimento humano “. Comentando os dados do Relatório, José Maria Neves sublinhou que “o maior desafio de Cabo Verde tem a ver com as desigualdades sociais que custam quase 20 % ao país em termos do Índice de Desenvolvimento Humano. Mesmo assim em comparação com os países da África Subsariana estamos muito acima da média que é de 0,502”, acrescentou.
Em Cabo Verde, o Índice de Desenvolvimento Humano (IDH) subiu de 0.635 em 2012 para 0.636 em 2013 devido principalmente ao aumento da esperança de vida ao nascimento. Ficou acima da média da África Subsariana (0,502) e da média do grupo dos países de desenvolvimento médio (0,614). Em 2013, a novidade é o cálculo do IDH ajustado a desigualdade para Cabo Verde. Visto como um custo ao desenvolvimento, o IDH de Cabo Verde cai de 0.636 para 0.511 descontado o custo da desigualdade estimada em 19.7%.
Utilizando o conceito de análise de vulnerabilidades ao longo do ciclo de vida, o Relatório enfatiza ainda que durante o ciclo de vida, choques externos poderão ter carácter mais permanente. Neste contexto, para aumentar a resiliência a choques, o Relatório defende a adoção de serviços sociais básicos universais, refutando, através de análises comparativas, a idéia de que somente países desenvolvidos possam financiar este tipo de estratégia. Discute-se ainda a adoção de medidas de emprego pleno e transformações estruturais e a necessidade de sistemas de proteção social como redes de segurança
Lembra-se que o Índice de Desenvolvimento Humano (IDH) foi introduzido no primeiro Relatório de Desenvolvimento Humano, em 1990. O IDH utilizado no Relatório de 2014 abrange 187 países e territórios, e os valores e as classificações do IDH apresentados são calculados com recurso aos dados mais recentes comparáveis à escala internacional de saúde, educação e de rendimento.

2.2 billion people are still poor or very close to being considered poor, warns the Human Development Report 2014 on vulnerability and resilience. Human development is threatened by persistent poverty. If this vulnerability is not systematically confronted through social policies and standards, progress will neither be equitable nor sustainable.
This is the main point of the Human Development Report 2014, which was launched in Tokyo on 24 June, by the Prime Minister of Japan, Shinzō Abe, the Administrator of the United Nations Development Programme (UNDP), Helen Clark, and the Director of the Human Development Report Office, Khalid Malik, under the slogan Sustaining Human Progress: Reducing Vulnerabilities and Building Resilience.
In Cape Verde the launch of the Report took place today, 25 June, in the conference room of the Government Palace, in the city of Praia. It was presided over by the Prime Minister of Cape Verde, José Maria Neves. The Resident Coordinator of the United Nations System in Cape Verde and Representative of the UNDP, Ulrika Richardson, was also present.
"Today more than ever we have to try and understand the sources of vulnerability in order to construct mechanisms that might strengthen the resilience of the Nations and secure lasting progress" declared Ulrika Richardson. "We need to be alert to inequalities, clearly identifying the underlying reasons for unbalanced development."
The 2014 Report brings an innovative perspective to issues of vulnerability and proposes specific policy alternatives for strengthening the resilience of the peoples and Nations in the face of these issues. This discussion comes at a crucial time in which we are approaching the end of 15 years of work around the Millennium Goals and the world is joining forces to develop a new Post-2015 Development Agenda. At the same time, greater global economic and financial integration means that economies are more susceptible to worldwide crises of different kinds and with different causes, and this demands greater coordination between the Nations.
According to the Prime Minister "the subjects tackled in the different Reports have been fundamental, not only for defining the country's development strategy but also for defining short and medium term public policies to make corrections or to strengthen the areas most relevant to the global process of human development". Commenting on the data in the Report, José Maria Neves stressed that "the greatest challenge for Cape Verde has to do with the social inequalities that cost the country almost 20% in terms of its Human Development Index rating. Even so, in comparison with the countries of Sub-Saharan Africa we are well above the average, which is 0.502", he added.
In Cape Verde, the Human Development Index (HDI) rose from 0.635 in 2012 to 0.636 in 2013, principally due to the increased life expectancy at birth. It remained above the averages for Sub-Saharan Africa (0.502) and for the group of countries with medium development (0.614). In 2013, the new development for Cape Verde was the HDI calculation adjusted for inequality. This represents a cost to development, as the HDI for Cape Verde falls from 0.636 to 0.511 when the cost of inequality, estimated at 19.7%, is deducted.
Using the idea of analysing vulnerabilities over the life cycle, the Report emphasizes that during the life cycle external shocks can take on a more permanent character. In this context, the Report argues for the adoption of universal basic social services in order to increase resilience against shocks. It uses comparative analyses to refute the idea that only developed countries can finance this kind of strategy. The adoption of full employment and structural transformation measures is also discussed, as well as the need for social protection systems as safety nets.
The Human Development Index (HDI) was introduced in the first Human Development Report, in 1990. The HDI used in the 2014 Report covers 187 countries and territories. The HDI figures and classifications given are calculated on the basis of the most recent internationally comparable data on health, education and income.

UNICEF apoia a realização da Análise e Cartografia do Sistema de Proteção da Criança e do Adolescente em Cabo Verde
Nações Unidas, Praia, 21 de Janeiro 2013 - O Governo de Cabo Verde e o UNICEF, realizam um seminário intitulado “Análise e Cartografia do Sistema de Protecção da Criança e do Adolescente em Cabo Verde”, a ter lugar na Cidade da Praia no dia 22 de Janeiro de 2013, no edifício das Nações Unidas.
Este seminário enquadra-se na assistência técnica internacional, apoiada pelo UNICEF, que tem como objectivo ajudar o país no estabelecimento de uma cartografia e a elaboração de uma analise do sistema actual de protecção da criança e do adolescente, incluindo as suas estruturas formais e informais e identificar as áreas e os elementos que necessitam de um reforço para se garantir que o sistema seja relevante e eficaz na protecção de crianças e adolescentes em Cabo Verde.
Refira-se que desde a sua independência, Cabo Verde tem assistido a uma melhoria significativa no domínio da protecção das crianças e dos adolescentes, tendo registado progressos substanciais no sector. Não obstante aos ganhos verificados, existem ainda constrangimentos e desafios que devem ser ultrapassados, como a ausência de um quadro institucional formal e formalizado de coordenação sectorial e a falta de abordagem sistémica e focalizada na prevenção, o que mostra os limites actuais de implementação de uma política integral de protecção. A abordagem sistémica é baseada em estudos que indicam que de uma forma abrangente, medidas bem organizadas e adaptadas para prevenir e reduzir as violações e proteger os direitos das crianças são um pré-requisito para o desenvolvimento social e económico.
Assim, a realização desta consultoria para a análise e a cartografia do sistema de protecção da criança e do adolescente em Cabo Verde, em conjunto com as autoridades nacionais, irão permitir o delineamento de políticas públicas mais eficazes para a melhoria da definição de prioridades das organizações públicas e a integração das acções da sociedade civil e das comunidades no sistema de protecção da criança e do adolescente.
Essa análise e a cartografia do sistema nacional de protecção irão igualmente permitir aos decisores nacionais ter uma visão completa e comum das componentes do sistema nacional de protecção dos direitos da criança e do adolescente, bem como a efectividade e a interacção das suas componentes e os pontos de entrada potenciais para reforçar o sistema.
Constituem objectivos do seminário: (i) a apresentação do Instrumento (Toolkit Global) para Mapear e Avaliar os Sistemas de Protecção da Criança (metodologia que será usada para recolher, organizar, sintetizar e analisar os dados relativos aos sistemas de protecção da criança) e; (ii) fazer a adaptação do Toolkit para o contexto de Cabo Verde. Este encontro com as partes envolvidas em diferentes níveis no sistema de protecção da criança e do adolescente é fundamental para assegurar a adequação da metodologia, a apropriação nacional e a responsabilização dos actores principais no processo, bem como a sustentabilidade dos resultados e as suas implicações no seguimento.

UNICEF supports implementation of the analysis and mapping of the system for protecting children and adolescents in Cape Verde
United Nations, Praia, 21 January 2013: the Government of Cape Verde and UNICEF are to hold a seminar entitled “Analysis and Mapping of the System for Protecting Children and Adolescents in Cape Verde” at the United Nations building in the City of Praia, on 22 January 2013.
This seminar forms part of international expert assistance supported by UNICEF. Its aim is to help the country to map and analyse its current system for protecting children and adolescents, including both formal and informal structures. It also aims to identify the areas and elements that need strengthening in order to guarantee that the system is appropriate and effective in protecting children and adolescents in Cape Verde.
Since independence, Cape Verde has witnessed a significant improvement in the realm of child and adolescent protection, having recorded substantial progress in the area. In spite of the gains that have been achieved, there are still constraints and challenges that need to be overcome: the absence of a formal institutional framework for coordination in the area and the lack of a systemic and prevention-focused approach show the current limits to implementation of an integrated protection policy. The systemic approach is based on studies that show that in many respects, measures that are well-organised and adapted to protecting the rights of children and preventing or reducing violations of their rights are a pre-requisite for social and economic development.
Holding this consultancy in conjunction with the national authorities will enable the development of more effective public policies for:
• Improving prioritisation by public organisations
• Integrating the work of civil society and local communities into the system for protecting children and adolescents.
The analysis and mapping of the national protection system will also allow national decision-makers a complete, shared vision of the components of the national system for protecting the rights of children and adolescents, as well as of the effectiveness and mutual interaction of these components and the potential entry points for strengthening the system.
The objectives of the seminar are to
i) Present the Global Toolkit for the Mapping and Assessment of Child Protection Systems: this is the methodology that will be used to collect, collate, synthesise and analyse the data concerning child protection systems;
ii) Adapt the Toolkit for the Cape Verde context.
This meeting with interested parties at different levels of the system for protecting children and adolescents is essential for ensuring correct adaptation and national ownership of the methodology. It is also essential for ensuring that the principal stakeholders share responsibility for the process, as well as ensuring the sustainability of the results and their implications in the future.

Nações Unidas, Praia 22 de Julho de 2014. Existem actualmente 1,8 bilhões de pessoas no mundo com idade entre 10 e 24 anos, constituindo a maior população de jovens (15-24 anos) e adolescentes (10-19anos) da história. Em 1994, a Conferência Internacional sobre População e Desenvolvimento (CIPD) das Nações Unidas reuniu 179 países no Cairo, na primeira reunião em que todos os aspectos da vida humana foram abordados de forma abrangente. O resultado do encontro foi um Programa de Ação para os 20 anos seguintes, reconhecendo que cada pessoa conta. Na ocasião, os governos concordaram que todos os seres humanos têm direito a uma vida saudável e produtiva, sem discriminação, e que a promoção dos direitos individuais são fundamentais para o crescimento econômico e o desenvolvimento sustentável.
A CIPD além 2014 irá avaliar e rever o Plano de Acção do Cairo, apontar o caminho para novos desafios e definir um conjunto de novas recomendações.
Cabo Verde aderiu à iniciativa, através do Fundo das Nações Unidas para a população (UNFPA) e está a implementar um conjunto de actividades visando o seu processo no país.
Neste contexto, e enquadrada nas actividades comemorativas do Dia Mundial da População, assinalado a 11 de Julho, sob o lema “Investir na Juventude”, teve lugar hoje, 22 de Julho o lançamento da Campanha CIPD+20 (Conferência Internacional das Nações Unidas sobre População e Desenvolvimento, 20 anos depois) focalizada na juventude .
Este tema foi proposto, tendo em conta a campanha sobre a juventude que o UNFPA lançou a nível mundial com o objectivo de engajar os próprios jovens e adolescentes para que expressem as suas necessidades e aspirações, compartilhando mensagens e imagens sobre os temas de seu interesse e ampliando a sua participação no debate sobre as novas metas globais de desenvolvimento.
Assim, durante o acto central de lançamento desta campanha, presidido pela Ministra da Juventude, Emprego e Desenvolvimento dos Recursos Humanos, Janira Hopffer Almada, a Coordenadora Residente do Sistema das Nações Unidas em Cabo Verde e Representante do UNFPA, Ulrika Richardson, reafirmou o papel chave da juventude Cabo-verdiana no processo de desenvolvimento sustentável com inclusão social do seu país . “Para que isso ocorra, entretanto, é necessário assegurar seus direitos e investir no seu futuro, oferecendo a todas e todos uma educação de qualidade, emprego, rendimentos decentes, segurança social e acesso à saúde, em especial a saúde sexual e reprodutiva, num contexto de igualdade de género e livre de qualquer tipo de violência ou descriminação” sublinhou Ulrika Richardson.
Esta campanha, que vai decorrer de Julho a Dezembro com várias actividades, designadamente debates, campanhas de sensibilização, vem na sequência da iniciativa Global Youth Call (Apelo Global da Juventude), acolhida por 40 países, que recomenda a inclusão de objectivos e metas voltadas para a juventude na agenda de desenvolvimento pós-2015.
Por seu lado, Janira Hopffer Almada salientou que a juventude representa para qualquer nação do mundo a sua força motriz, e no contexto específico de Cabo Verde, onde 70 % da população total é composto por jovens, é necessario juntar vontades, articular iniciativas e congregar esforços para para poder enfrentar os enormes desafios que persistem a nível financeiro, social e económica.“Temos um enorme potencial para catapultar Cabo Verde para um novo patamar de desenvolvimento, mas, ao mesmo tempo, um desafio complexo e delicado que tem a ver com as expectativas e necessidades desta parte da população, tendo em consideração o nível de recursos baixo que o país dispõe e consegue mobilizar”, realçou a Ministra.
De sublinhar que no proxímo mês de Setembro, será realizada em Nova Iorque na Sede nas Nações Unidas a Conferência Internacional CIPD+20 que constituirá o momento para se avaliar e rever o Plano de Acção de Cairo e delinear o compromisso comum para a melhoria da vida de todas a as pessoas.

United Nations, Praia, 22 July 2014 There are currently 1.8 billion people in the world aged between 10 and 24 years old, making this the biggest population of young people (15-24 years old) and adolescents (10-19 years old) in history. In 1994, the United Nations' International Conference on Population and Development (ICPD) brought together 179 countries in Cairo. It was the first meeting in which all aspects of human life were addressed in a comprehensive way. The result of the meeting was a Programme of Action for the next 20 years, which recognized that every person counts. At the time, the governments agreed that every human being has the right to a healthy and productive life, without discrimination, and that the promotion of human rights is fundamental for economic growth and sustainable development.
ICPD beyond 2014 will evaluate and review the Cairo Programme of Action, point the way to new challenges and define a new set of recommendations.
Cape Verde took part in the initiative through the United Nations Population Fund (UNFPA), and is implementing a set of activities geared towards this process in the country.
In this context, and within the framework of the commemorative activities for World Population Day, which was celebrated on 11 July with the slogan "Invest in Young People", the launch of the ICPD +20 Campaign (United Nations International Conference on Population and Development, 20 years on) took place today, 22 July. It was also focused on young people.
This theme was proposed taking in to account the campaign on young people which UNFPA launched worldwide with the aim of engaging young people and adolescents themselves so that they can express their needs and aspirations, sharing messages and images on the themes which interest them and broadening their involvement in the debate on the new global development goals.
The launch for the campaign was presided over by the Minister for Youth, Employment and Human Resource Development, Janira Hopffer Almada. During the central ceremony, the Resident Coordinator of the United Nations System in Cape Verde and Representative of UNFPA, Ulrika Richardson, reaffirmed the key role of Cape Verdean young people in the process of sustainable development with social inclusion in her country. "In order to achieve this [sustainable development with social inclusion] we need to secure their rights and invest in their future, offering all young women and men a quality education, employment, decent incomes, social security and access to health services, especially sexual and reproductive health services, in a context of gender equality that is free from any kind of violence or discrimination", Ulrika Richardson emphasized.
The campaign will run from July to December with a number of activities, including debates and awareness-raising campaigns. It follows the Global Youth Call initiative, taken up by 40 countries, which recommends the inclusion of objectives and goals focused on young people in the post-2015 development agenda.
Janira Hopffer Almada pointed out that young people represent the driving force of any nation of the world. In the specific context of Cape Verde, where 70 % of the total population is made up of young people, it is necessary to join forces, coordinate initiatives and work together in order to be able to confront the huge and persistent financial, social and economic challenges. "We have a huge potential force for catapulting Cape Verde onto a new level of development, but at the same time a complex and delicate challenge to do with the expectations and needs of this part of the population, when we consider the low level of resources the country has available to mobilize", the Minister emphasized.
The International ICPD+20 Conference will take place in September at the United Nations Headquarters in New York. It will be a time for evaluating and reviewing the Cairo Programme of Action and for delineating a common commitment to the improvement of every person's life.
