This is a tender document for having a large commercial building repainted. The specific area that applies here is a bare metal ceiling (i.e. has never been painted before).

Google comes up empty, so I'm not exactly sure what type of a primer they are talking about here. It may be worth mentioning that I have come accross a few dodgy terms/sentences in the source text so far.

I have come accross the term "workhouse primer" only once. But on the other hand, if they are talking about a primer to cover metal surfaces, why can't you use the term "metal primer" ? Lots of hits on Google ...

werkhuis is an area where people usually do carpenting and such. My grandfather used to have one where he kept all his nuts and bolts and wood supply.

I don't know if this applies to your text, we might have to dig a little deeper to find out what they really mean.
