In this context, what does this sentence (*not subscribed for by the investors.*) mean?

Lo que yo entiendo es que la responsabilidad que tienen los colocadores de suscribir los títulos ofrecidos es limitada, es decir, que los colocadores sólo responden ante los títulos (o acciones) distribuidos a los inversores institucionales), no ante los títulos suscritos por los inversores. ¿Es eso correcto?
