This is in the context of a commitment letter regarding mining rights.

Dans le cadre de ce projet, la société X a soumis aux autorités guineénnes une propostion qui permet l’actionnariat de la République de Guinée à hauteur de 15% et l’actionnariat de Madame Y en tant que partenaire locale à hauteur de 5%. A cet effet, la société X constituera, avec la République de Guinée, une société anonyme à participation publique, qui sera dénommée Z.

Lowercase it all, as merely descriptive language. And always a good idea to keep the source-language designation of the corporate form.

Avoid the word "public" in this context. It can only confuse. (In much or most of the Anglosphere, any company that is or could be publicly traded is a "public company".) Furthermore, a UK plc is only similar to, not by any means the same as, a French société anonyme -- and who knows how close a Guinean SA is.

I wouldn't. Sure, it's a thing in Guinée, but it's enough to describe it as it is presented. In reality it's a partial privatisation vehicle.

I don't think it's, legally speaking, a special type of company. It's just a company whose stock is in part held by the government.

"public" in the source text means "state" + in the text : "actionnariat de la R. de Guinée à hauteur de 15%"

neutral Najib Aloui : One must be careful with the term "public" regarding stock ownership. It doesn't mean "state-owned" but open to public purchase, as opposed to "privately-held" stock...

neutral B D Finch : The first "public" is unnecessary and "public participation" is a calque of the French rather than a term one would use in English, particularly as "public" is a faux ami here.
