"Relevés périodiques" could be periodic statements.

agree Tony M : That sounds to me slightly more comfortable; I think it does mean 'the meter reading' as you said before that precedes the 'statement' — but I think this would be the more natural way of expressing it in EN.

O.K. Well, I had given that answer, but deleted it and changed it to ''statements''. Without more context, it's hard to tell which is more appropriate.

closing dates for periodic billing

The important part is the 'when'. If the customer understands when it's going to happen, you don't really need a noun for the act of counting the number of active licences on that date (relève).
