This appears in a text about bank services available via internet and mobile phones. The sentence says:
El servicio xxx no está disponible para clientes con usuario consultivo.
In another banking text I've found a sentence that says a user may be "operativo, consultivo o administrador"
Can anyone tell me what "usuario consultivo" means and how to say it in English?

"consulting user" (name/password/key)
= i.e. people who are only holders of a basic user password (for consultations and queries, etc) rather than holders of "operator" or "administrator" permission.
"Basic users" could be another option.

As Charles notes below, "user" as it is used in Spain often means the username, password or key (an abbreviation of user password/user key) rather than the person per se.

Caveat: I'm not sure I agree that it refers to view-only Access. Basic users on a lot of sites can normally do more than just look at the page...

In context, "usuario" means user account rather than just user. I think "clientes con usuario consultivo" could be translated as "customers with view-only access". "View" seems to be used to distinguish those who can only look from those who can do transactions.
