I am not an expert on finance and I'm not sure of all the details, but this has to do with international trade agreements between countries: that's what "convenio" refers to. These "convenios" can be bilateral or multilateral. A prime example is the Reciprocal Payments and Credits Agreement (Convenio de Pagos y Créditos Recíprocos: CCR) of the The Latin American Free Trade Association (Asociación Latinoamericana de Libre Comercio: ALALC), created by the Treaty of Montevideo in 1960; it later became the Latin American Integration Association (Asociación Latinoamericana de Integración: ALADI).

The point is that international trade is conducted in US dollars: countries pay each other for goods in dollars. So in a situation where the countries' currencies are weak and they may have trouble finding enough hard currency to cover their payments, they set up a credit line. Here's the relevant clause of the CCR:

"On the basis of the procedures set forth by the Agreement, each central bank establishes with each of the others within the System, a reciprocal credit line expressed in United States dollars which varies from case to case, in conformity with the importance of the commercial flows established among their respective countries. Currently, all central banks member have bilateral credit lines which are in force and operative. Said "credit lines" allow for the channelling of payments among members, covering the daily balances between two Central Banks."

What they do is establish a "dólar convenio" for the purposes of the agreement, a dollar with an agreed value for accounting purposes, known as a "clearing dollar" in English. They they balance their accounts in these dollars, which are priced at a lower exchange rate than free-market dollars.

"Countries short of hard currencies frequently enter into bi-lateral agreements covering trade between them in certain goods, with provisional payment to be made through accounting entries [...] The unit of payment in these trade agreements is a. "dollar of account", a theoretical clearing dollar which has an actual value less than that of the U. S. dollar, because of its very limited convertibility. Clearing dollars are traded, i.e., purchased and sold by traders, at discounts under the U. S. dollar; this discount comes about because they must ultimately be used for the acquisition of goods from a debtor country which is a party to the clearing agreement."
