Danish to English Bus/Financial Engineering (general) grid analysis

Hi - I would like to verify this particular use of bud - rather than the normal "offer" this seems to be closer to "guess" or "estimate". Am I on the right track. It's clear from the text that this has nothing to do with submitting a tender, etc., rather it has to do with determining initiatives based on policy. It appears as below. Thanks for your help!
