Danish term

måtte forventes at være

Danish to English Law/Patents Law: Patents, Trademarks, Copyright
This example is taken from a publicly available document online - my text includes 'måtte forventes at være' as well but is confidential. Any help by EOB today Pacific Time please?

Example:

could be expected to be

By e-mail of 1 December 2015, A made comments on the ministry's statement. A continued to believe that the ministry had not explained that handing over the documents could be expected to be harmful to the work of the future commission. He referred, among other things to the practice of hearings in commissions of inquiry, including that these take place in full public view.
