Tourism - 'sails taken off for the winter' literally, in respect of Danish Mill Day. Sidste maledag - der seijles af for vintern. Is this being used figuratively to mean 'this then closes for the winter' or similar?

No, I think it is very direct. I would think that they would take down the mill sails to prevent them from being torn in the winter storms or freezing over.
