'Op voorstel van gedeputeerde XXXX, bevoegd voor KUNST EN CULTUUR, deelt de bestendige deputatie het volgende mee:'

How can 'bevoegd voor' best be put in English in this context? Something like 'entrusted with matters related to art and culture' or 'member responsible for art and culture'? (according to van Dale, a 'bestendige deputatie' is a provincial council).

what body does he belong to? the Flemish parliament? Flemish government? Van Dale is good for NL, but afaik Ghent is here in Belgium.
