Wie is verantwoordelijk als deze mensen onvoldoende of verkeerde zorg krijgen? Moet of kan de rijksoverheid het zich aantrekken als gemeenten te weinig voorzieningen hebben voor zwerfjongeren? Waar begint en eindigt de verantwoordelijkheid van het Rijk? En kan de Tweede Kamer een bepaalde **bodemzorg** afdwingen?

fundamental care

You could say "basic level of care", but perhaps "fundamental care", or a certain level of fundamental care, emphasises the point.

e.g. "The report was published in November 1998. In the introduction Dobson wrote: "No older person should go without the fundamental care that contributes to recovery - to be helped to eat and drink; to lie in a clean, dry bed; and to be treated with respect."
