city agencies

.. is the term that comes to mind, and it's how I read the text. More American than British, with plenty of Google hits. As I read it the title 'bedrijfseenheid' is the same as 'bedrijf' in the body of the text.

I agree that in essence they are city agencies, except that, as noted in response to the answer above as well, governments have "commercialized/privatized" agencies along business lines. I was hoping to express this in a translation...

I would make the word, "city" a possessive and change "units" into sector. The the website's description of City's business Sector will further clarify the situation.

City's Business Sector(s) would refer to a(commercial) business sector in a city. This is the opposite: local government tasks that used to be called "services" have (in the past 20 years or so) been restructured to function as commercial businesses in order to increase efficiency.... Would they be called "businesses" though.....?
