In a political context, would this be 'steering' (as in, steering committee)?

Policy and focus

"Sturen op" is to focus on, and given the information that follows ("gericht op de electronische overheid") I think that 'focus' is the only correct translation. In my opinion, 'control' is not correct in this context, and 'steering' is certainly not a good solution.
