They say that there never was a "Political Correctness movement" in the United States, and that many who use the term are attempting to distract attention from substantive debates over discrimination and unequal treatment based on race, class, and gender (Messer-Davidow 1993, 1994; Schultz 1993; Lauter 1995; Scatamburlo 1998).

Following your note, I think that the sentence may mean that this person knows exactly what to say and do and when to say and do it, and equally importantly, what not to say or do. He will typically have good social skills and a good sense of proportion.

: To give the person concerned the benefit of the doubt, I'd go with your final comment -- someone with good political graces (political with a small p, as the Dutch say). 'Politically correct' is often unflatterinig and perilously close to hypocritical.
