Not necessarily - sentence starts with 'Met deze functie' - most likely referring to a program/application, one showing schematics created by deptartment using program. That's what I thought, anyway.

I don't think that 'treklijst' is really a specialist term here, more a form of shorthand for 'lijst van te trekken kabels' (CMIIAW!). The last sentence seems to bear this out. So it's 'just' a list of what the engineer needs to do. If you really need to treat it as self-contained term, what about "engineer's schedule", "engineer's job list", or "engineer's action list"?
