English term (edited): carrier

Carrier refers to the network operator, not necessarily the same as the service provider.

Carriers are defined as persons or organisations who own a telecommunications network unit to supply carriage services to the public. Examples of a network unit include a length of telecommunications cable or a radiocommunications base station. CSPs are defined as those who use, but do not own, a telecommunications network to provide services to the public.

Carriers are generally required to hold a carrier licence. Application forms for carrier licence and nominated carrier declaration are available below. CSPs do not require a carrier licence, but are required to comply with a range of obligations set out in Schedule 2 of the Telecommunications Act 1997. "
