Logo abaixo/pouco abaixo do valor de mercado

"just a hair below" geralmente significa bem próximo. Nesse contexto, acredito que seria um valor poucos centavos abaixo do valor praticado pelo mercado.

É o preço que limita a ocorrência ou não da transação. Neste caso o preço-limite que ele estabeleceu estava abaixo das cotações negociadas pelo mercado. Ou seja, ele não fechou negócios.
