As other responders have noted correctly, there is NO direct counterpart. But the one that comes closest, that I can think of, is "Justice of the Peace," a kind of court that handles other civic matters as well (as noted in the links provided below). The term is part of the US lore of eloping. And finally, I was married under the auspices of one. (Of course, in Virginia, where I was married, we simply went to the "County Clerk's Office," but that term does not have the immediate marriage connotation here as "JotP" does.) There's no "Marriage Bureau" or anything like that in the US, to the best of my knowledge.
