INACCURACIES
Conference heard that agencies have different dates of birth for the children and this needs investigating.
Children’s Social Care Information (see report)
Sean Marshall reported that there has been evidence of domestic violence within the family. On 24 April 2012 Ms Begum was assaulted by her husband and sustained two suspected fractured eye sockets. Ms Begum refused to press charges; however the Police prosecuted. Mr Marshall said that Ms Begum demonstrated a lack of concern for the children’s physical and mental wellbeing in refusing to press charges; she was putting her husband before her children.
Sean Marshall said that the children are at risk from the domestic violence as it will impact on their emotional wellbeing. They could also get physically hurt, albeit accidentally. There are also concerns in respect of physical abuse of the children within the home. Incidents recorded by school and health professionals provide evidence for this. Amar has disclosed that he has been hit. Muhammed finds it difficult to communicate because of his learning difficulties. The three girls are very concerned about the situation between their parents and want it to be resolved. Iqra cannot understand why her mother allows her father to remain at home. The Chair said it appears this situation has been continuing for around seven years.
Mr Marshall said that Mr Jahangir is reported to have hit the children and that his mother also hits them. Mr Jahangir said that his mother did not. He said he has never abused Ms Begum physically before. The Chair clarified that Mr Jahangir’s mother lives with the family.
Mr Marshall said that he has talked with the children and Amar appeared polite, friendly, slightly shy with a sense of humour. Muhammed appeared cheerful and happy. School report that the children are developing well. Mr Marshall said Mariya disclosed she was slapped at home in the past but would not give further details.
Mr Jahangir said that he is very sorry for his mistake. He was not previously aware he may have mental health problems but has now been to the GP and has been referred to the hospital. He said he loves his wife and children very much. He said that previously he was misusing alcohol and drugs heavily but now has his driving licence and is working.
Health Information (see reports)
Kathryn Jekyll reported from the Health Records:
Amar
• Immunisations up to date.
• General health - no significant concerns.
• Treated for constipation in 2009; discharged after failing to attend appointments. He is again being treated at the hospital for this.
• Hearing checked and satisfactory in 2010.
• No information about vision checks or dental care.
• Evidence of some missed appointments
• Documented concern about domestic violence within the family.
The Chair said that the family appear to attend A&E when it would be more appropriate to attend the GP. The family said that in the holidays or evenings the GP surgery is not open.
Muhammed
• Has a Senco because of learning disabilities.
• Fully continent within school.
• No allergies.
• Weighed recently. No concerns about height or weight.
• He wears glasses and his eyes are checked regularly.
• No concerns for his hearing.
• Ms Begum reports he has accessed the dentist.
• Ms Begum reports he has speech problems and hits out when he becomes frustrated by his difficult in communicating.
The Chair referred to documented historical incidents where Muhammed broke his arm in the home at the age of one, where he was reported to be still drinking from a bottle at the age of three or four, and where he sustained an injury because of a hot drink. She said that the domestic violence within the family may have impacted on the care the children received.
Mariya
• Immunisations up to date.
• Received speech therapy but discharged due to non-attendance. It is not known if concerns remain about her speech.
• Contact with the School Nurse at her mother’s request about her hands being cold and white. Ms Begum advised to take her to the GP.
• Mariya was reported to have Beta Thalassaemia Minor Trait.
• In February 2011 Mariya sprained her elbow in a traffic accident.
The Chair asked Ms Begum if Mariya takes iron. Ms Begum said that she noticed Mariya was pale and white but not take her to the GP as Mariya did not want to go. Conference heard that the Beta Thalassaemia condition was diagnosed after her siblings tested positive.
The Chair referred to the report submitted by the GP and highlighted:
• Mariya visited the surgery in September 2010 with infected eczema.
• She had an abdominal scan in 2009.
Ms Begum said Mariya had the scan because of bladder problems
Iqra
• Immunisations up to date.
• Iqra has Beta Thalassaemia Minor Trait which requires treatment. She needs to take iron. It is unclear from the records what follow up she has received.
• Iqra has some hearing loss.
Ms Begum said she did not know about Iqra needing to take iron.
The Chair noted the longstanding hearing problems and asked if they could have been avoided with earlier treatment. Ms Jekyll said that the records indicate that she was due to be seen in ENT in 2004. There is no further information. The Chair said that much of the Health information needs clarification. She clarified that Iqra may well need medication for Beta Thalassaemia. Ms Begum said that both girls DO take iron pills.
Naila
• She has been treated for eczema in the past.
• Received speech therapy; discharged.
• Hearing satisfactory.
• Has received input from CAMHS and the School Nurse around behavioural issues.
• Naila was seen by the GP at one year old for a mark to her face after a fall out of bed.
The parents said Naila continues to be treated for eczema.
The Chair said that CAMHS reported that she was angry and difficult at home and that this was a response to factors at home. They were happy for her to continue with support through school, which she received. Professionals have continued to believe that her family life caused her poor behaviour.
The Chair said that the children have sustained injuries as toddlers and this raises the question as to whether their mother was distracted by issues around her husband and was unable to care for the children adequately. Iqra has hearing loss and professionals do not know the reason for this. There is no explanation either for Muhammed’s developmental delay. There is non-attendance at health appointments. All the children have made disclosures at school about events at home which have been passed to Children's Social Care but action has not always been taken.
Ms Coward said that the Child Protection Officer at School had been very concerned.
Educational Information (see reports)
Hazel Coward reported:
Amar
• Amar is doing well.
• No concerns around his behaviour or progress. He is a polite boy.
• Concerns about the impact of domestic violence within the home.
The Chair questioned that Amar displays good behaviour at school in view of the domestic violence within the home. Ms Coward said that this is a concern. The other children have reported and continue to report being hit at home. It is a concern that they may see it as normal behaviour within a family.
Muhammed
Ms Dutton reported:
• Muhammed has severe learning needs related to speech and also delay in other areas.
• He has made good progress at school with his learning.
• He is well presented, popular and well behaved.
• School have been working with Ms Begum on the difficulties with his behaviour at home.
• Muhammed has spoken on several occasions about being hit with a sick, though he has difficulty explaining because of his learning needs.
The Chair asked if Ms Dutton understood the cause of his learning difficulties, whether organic or due to the parenting he receives. Ms Dutton said she did not know.
Ms Coward said that the children are now able to voice their concerns.
Ms Coward said that in 2010 she spoke with Ms Begum about Muhammed playing near the main road.
Ms Begum said that she looks after her son with great care because of his difficulties. She said he has never played near a main road.
The Chair asked if the parents took Muhammed to the hospital when he sustained the burn from a hot drink. Ms Fisher said he was treated at School.
The Chair asked about his behavioural problems and Ms Begum said that he throws things and slams doors when he becomes frustrated that his family cannot understand what he is saying. The Chair said that it is difficult for Ms Begum to manage five children and her husband.
Mariya
The Chair said that there is no representative from School at Conference and extremely limited information submitted.
She asked the parents how Mariya is doing at school. They replied that Mariya is satisfactory at school. She is not as clever as her siblings.
Conference heard that Mariya was reported to have stolen from school in 2006. Ms Begum said Mariya had never stolen though Naila had. Ms Coward said that on that occasion in 2006 school reported that Ms Begum said she was stressed and ‘fed up’ because of her husband’s mental health problems. Ms Coward said that Mariya was also attention seeking at primary school.
Iqra
• As with Mariya, very little information from school.
• Conference heard that attendance and attainment are satisfactory and school have reasonable expectations of Iqra. The Chair said that she has been the most outspoken in the family about recent events.
Naila
• No information regarding Naila’s education; she attends college.
• Ms Coward said that Naila made disclosures about the family from 2006.
Probation
Neil Willis reported:
• Mr Jahangir is currently on a 6-month Community Order for an offence of common assault.
• Will undertake domestic violence intervention on a weekly basis.
• He has mental health problems and historical drug use.
• Currently displaying as emotionally stable. He has said that prior to committing the offence against his wife he was experiencing feelings of jealousy and anger towards his wife. Following the assault he realised there was no basis for this. The build up of emotion he experienced is a concern.
• No diagnosis of mental health issues. Mr Willis will check with the Mental Health team whether he had a previous diagnosis.
• Alcohol and drug misuse longstanding, particularly alcohol. He reports he has abstained from drugs for five or six years and from alcohol for approximately twelve months. There is no evidence from court that he was using alcohol at the time of the assault on his wife.
• Mr Jahangir has stated that he has never acted violently or aggressively in the children’s presence. He said the assault was a one-off incident and would not have happened if his wife had answered his questions.
• Domestic Violence Intervention work is in its early stages.
The Chair said that there have been reports of alcohol and drug use since he reports that he has abstained and this needs to be a feature of the work Probation undertake with Mr Jahangir. Mr Marshall said that Naila reported her father was abusing alcohol and drugs in 2009. Mr Jahangir said that since he had his licence he has not drunk alcohol at all. The Chair said there are also concerns about his attitude to women and relationships.

This will be attached to the end of the Minutes of Professionals only and to the person to whom the information relates, if applicable.
Parent/Parents returned to the meeting following this discussion.
SUMMARY:
There are positives in place for the family in that they are a very established family unit and the children’s attendance and attainment at school is excellent.
However Mr Jahangir recently committed a serious assault on Mrs Begum. The issue of domestic abuse is the single concern of professionals. There have been consistent reports of the children witnessing and experiencing domestic abuse since 2006. The children have disclosed that they have been subject to and witnesses of violence within the home. However it has taken a serious assault on Mrs Begum for the family to be brought to Child Protection Conference.
The Police report that threats have been made against both Mrs Begum and the children if she presses charges against Mr Jahangir. Both parents minimise their responsibility for the violence at home, which raises significant concerns. The children appear to be happy currently; however there is an element of them being silenced about what takes place at home. There have in the past been issues around supervision and the children have had accidents leading to A & E attendances, which could possibly have been avoided. Muhammed has developmental delay and this has not been fully assessed. Mr Jahangir has misused and may currently be misusing cannabis and alcohol.
DISCUSSION ABOUT THE NEED FOR A CHILD PROTECTION PLAN
Sean Marshall said that the children need to be safeguarded from physical and emotional abuse. It appears that the parents are minimising the effects of domestic abuse on the children’s wellbeing and whilst the parents claim that violence no longer occurs in the home, the evidence indicates otherwise. Mrs Begum has been assaulted by her husband. Mr Jahangir is controlling in the matter of the family finances.
Mr Marshall said that Rochdale Children's Social Care recommend that the children become subject to a Child Protection Plan in the categories of physical and emotional abuse.
The Chair said that the appropriate category for the Child Protection Plan is neglect; however there is evidence that the children have been hurt within the home. She asked if professionals feel that the greater risk to the children is to their emotional or their physical wellbeing. Mr Marshall said that the children have historically reported to school that they have been exposed to physical abuse; however there are no reports of this in 2012.
Jacky Abbott said that the children have suffered injuries in the past and have recently witnessed domestic violence. There is a risk that they could be hurt accidentally during a domestic violence incident.
The Chair said that the category should be neglect if the main issue of concern is parental domestic violence. Ms Abbott agreed.
Hazel Coward said that the children are at risk of physical harm and it is not known whether Mrs Begum is able to protect them. The children have said that they have been hit or witnessed their siblings being hit within the home.
Kathryn Jekyll said that she is concerned about Mrs Begum’s reluctance to press charges in regard to the assault. Both parents are minimising the effect of domestic violence on the children. The children are also disclosing longstanding patterns of violence. There has been concern in the past about supervision in the home and the injuries the children have sustained. She said she feels the category should be physical abuse.
Elaine Dutton said that Muhammed is at greatest risk of emotional abuse. He cannot express his feelings.
Sarah Fisher said that Muhammed is a vulnerable child. He has speech problems. She felt the category should be physical abuse.
Neil Willis said that there are strong indicators that the children have suffered longstanding emotional abuse. They are now at risk of physical abuse.

صدر نے کہا کہ سی اے ایم ایچ ایس نے اطلاع دی ہے کہ وہ گھر پر غصہ اور پریشانی میں تھی اور اس کا سبب گھر میں ہونے والے عناصر تھے۔ وہ اس کو اسکول سے موصول ہونے والی امداد کو جاری رکھنے میں خوش تھے۔ ماہرین کا یہ یقین برقرار تھا کہ اس کی اندرون خانہ زندگی اس کے خراب روّیہ کا سبب تھی۔
صدر نے کہا کہ نونہال والی عمر میں بچوں کو تکالیف پہنچیں اور اس سے یہ سوال اٹھتا ہے کہ آیا والدہ کو اپنے شوہر کی جانب سے ہونے والے معاملات کی فکر گھیرے ہوئی تھی اور وہ بچوں کی مناسب دیکھ بھال کے قابل نہیں تھیں۔ اقراء کی سماعت کھوچکی ہے اور ماہرین نہیں جانتے کہ اس کا سبب کیا تھا۔ محمد کی نشونما میں ہونے والی تاخیر کی بھی کوئی وضاحت نہیں تھی۔ صحت سے متعلقہ ملاقاتوں میں غیر حاضریاں تھیں۔ تمام بچوں نے گھر میں ہونے والے واقعات کی اسکول میں اطلاع دی، جنھیں بچوں کی سماجی دیکھ بھال تک منتقل کردیا گیا لیکن ہمیشہ اقدامات نہیں کئے گئے۔
مس کووارڈ نے کہا کہ بچے اسکول میں بچہ کے تحفظ کی آفیسر بہت زیادہ فکر مند تھیں۔

انھوں نے والدین سے پوچھا کہ ماریہ اسکول میں کیسی کارکردگی دکھا رہی ہے۔ انھوں نے جواب کہ ماریہ اسکول میں اطمینان بخش کارکردگی دکھا رہی ہے۔ وہ اپنے دوسرے بہن بھائیوں کی طرح چالاک نہیں ہے۔

ایلائن ڈیوٹن نے کہا کہ محمد جذباتی بدسلوکی کے بہت زیادہ خطرہ سے دوچار ہے۔ وہ اپنے احساسات کا اظہار نہیں کرسکتا۔
