Source text - Spanish El momento de cierre del estudio incorpora un espacio de “devolución” de los datos obtenidos. En términos estrictos, si entendemos que la información no es ajena a la comunidad, ni externa a ella, por el contrario, es producida por ella misma a partir del grupo o los actores sociales involucrados (trabajadores de la salud y de la educación), podemos afirmar que no hay devolución, ya que la información surge en y desde la propia comunidad.
Pero entonces ¿cuál es el rol del técnico en este proceso? Los investigadores tienen a cargo la compleja tarea de la coordinación de los grupos, deben actuar como facilitadores de producción de conocimiento y de desarrollo de capacidades comunicacionales en los grupos involucrados en el trabajo, y no posicionarse como “expertos” que traen información. Se trata de posibilitar la participación de los grupos: primero en el análisis, luego en las conclusiones, por último en las reflexiones sobre sus alcances y recomendaciones. El coordinador es como un puente entre los datos y los instrumentos estadístico-conceptuales para que la comunidad pueda recorrerlo y comprender lo que sucede, para actuar sobre ello con mayor autonomía.
Se propone entonces la realización de talleres u otras actividades que aseguren la participación de todos los involucrados, en los centros de salud y en escuelas donde se implemente la metodología. Se convocarán a los maestros, profesionales, técnicos, personal de apoyo y miembros de la comunidad que hayan participado en el desarrollo e implementación de la ventana epidemiológica, como así también a las personas que se consideren apropiadas en el momento de la sensibilización, reflexión, discusión de resultados, elaboración de estrategias a futuro para la prevención, y cualquier otra instancia de abordaje de la problemática.
Translation - English The closing stage of the study incorporates a space for “feedback” about the data obtained. Strictly, if we understand that the information is not strange to the community, or external to it, but, on the contrary, the community itself produces it with the group or the social players involved (such as healthcare and education workers), we could say there is no feedback, since the information originated in and from the very community itself.
Then, what is the technician’s role in this process? Researchers undertake the complex tasks of coordinating groups, acting as facilitators of knowledge production, and developing communicational skills in the groups involved in the research work, without positioning themselves as “experts” who provide information. They need to make the group’s participation possible: first, in the analysis, then, in the conclusions, and at last, during the stage of reflection about the study’s scope and recommendations. The coordinator serves as a bridge between the data and the statistical-conceptual instruments to allow the community to cross from one end to the other, so that they can understand what is happening and act on it accordingly with more autonomy.
Therefore, we propose the creation of workshops or other activities which guarantee the participation of everyone involved in the health centers and schools where this methodology is implemented. We will summon the teachers, professionals, technicians, support personnel and members of the community who have taken part in developing and implementing the epidemiological window. We will also include the people deemed suitable for the instances of awareness, reflection, discussion of results, creation of prevention strategies for the future, and any other instance in which we address the problem.

Source text - English B demonstrated in its Statement of Defense that the information provided by A at tender in relation to the Project’s geological conditions failed to identify a number of important features that B later encountered during the performance of the Works, resulting in slow progress rates and, ultimately, culminating in the identification of safety concerns.
A's feeble attempts at denying these facts in its Reply are unpersuasive, and B’s experts maintain that the geological and geotechnical information provided by A at tender stage was deficient (Subsection a).
Conscious of the weakness of its position, A has sought to blame B for its shortcomings, by arguing that B failed to verify the information provided by A at tender stage.
This new line of argument, which was never raised during the performance of the Works and was therefore manufactured solely for the purpose of this arbitration, is wrong as a matter of record and under the Contract (Subsection b).
The geological and geotechnical information provided by A at tender stage and in the Contract was deficient
In its Statement of Defense, B explained that, from the outset of the Project, it was aware of the risks associated with the limited information provided by A regarding the Project’s geological conditions - as set out, in particular, in Appendix Z.
B further explained that, as a result, during the initial Contract negotiations, B insisted - and A agreed - that the geological risk be borne by A, not only by virtue of the Contract’s unit rates (which would compensate B for works performed, based on the encountered subsurface conditions), but also in the form of Change Order relief, in the event that these subsurface conditions differed materially from what B could expect based on A’s descriptions in Appendix Z (which was not considered, for this purpose, as Owner-Provided Information).
Translation - Spanish En su Escrito de Contestación, B demostró que la información que A brindó en la licitación con respecto a las condiciones geológicas no identificaba una gran cantidad de características que B más tarde encontró durante el desarrollo de las Obras, lo que provocó un índice de progreso lento y, en última instancia, culminó con la identificación de problemas de seguridad.
Los débiles intentos de A de negar estos hechos en su Réplica no resultan convincentes y los expertos de B sostienen que la información geológica y geotécnica que A brindó en la fase de licitación era deficiente (Apartado a).
Conscientes de la debilidad de su posición, A intentó culpar a B por sus falencias y argumentó que B no verificó la información provista por A en la etapa de licitación.
Esta nueva línea argumental, que nunca se mencionó durante la ejecución de las Obras y, por lo tanto, se creó exclusivamente para este arbitraje, es incorrecta según los registros y en virtud del Contrato (Apartado b).
La información geológica y geotécnica que A brindó en la etapa de licitación y en el Contrato era deficiente
En su Escrito de Contestación, B explica que, desde el comienzo del Proyecto, estaba al tanto de los riesgos asociados a la información limitada provista por A en relación con las condiciones geológicas del Proyecto, que están detalladas, en especial, en el Apéndice Z.
B también explicó que, como consecuencia, durante las etapas iniciales de las negociaciones contractuales, B insistió en que A asumía el riesgo geológico, y A accedió a hacerlo, no solo en virtud de las tasas unitarias del Contrato (que compensarían a B por las obras ejecutadas de acuerdo con las condiciones encontradas en la subsuperficie), sino también mediante un resarcimiento por medio de una Orden de Cambio en el caso de que las condiciones de la subsuperficie fueran sustancialmente diferentes de lo que B podría esperar de acuerdo con las descripciones de A en el Apéndice Z (que no se tomó en consideración, para este propósito, como , como Información Proporcionada por el Contratante).
