I would actually not translate "masse"...

"The representative(s) of the Holders" is all you need in English. 'Masse' just indicates that the holders are acting as a group -- but that much is already implied by their having a representative.

The most frequent collocation with FR masse in this (legal) sense is 'la masse des créanciers'. In English, that will usually be just "the Creditors". Adding "body" or "mass" runs up the word count but accomplishes little else.
