I am currently working on a Lottery handbook translation, and am struggling with the above term.

The context is as follows:

De speelronde start altijd met a hoofdincasso. In principe wordt elk weekend een aanvullende incasso en een stornoincasso gepland. Verder wordt bij de laatste incasso's ook een veegincasso gepland.
Stornoincasso: hierop staan de loten waarvan eerdere incassopogingen in dezelfde speelronde zijn mislukt en voor heraanbieding in aanmerking komen. De mislukte incassopogingen zijn in de vorm van storneringen in de database verwerkt.
Veegincasso: de laatste incasso in a speelronde, gedraaid na de laatste aanvullende en stornoincasso. Hierop staan alle loten die om onverklaarbare reden niet in een andere incasso zijn geselecteerd en moet derhalve 0 loten bevatten.

The text is about the pool of money which is built up from the sum set aside for prizes. So, ISTM, the 'hoofdincasso' is the prize pool, the 'stornoincasso' is the pool of money rolled over from failed lots, i.e. the numbers which came up in the lottery did not match anyone's lottery ticket, so the money is collected to be paid out to winners of subsequent rounds who have partial matches. In that case, the 'veegincasso' is probably the pool for the final round, for all the lots left over after the other rounds, which 'wipes' out' the pool. There is undoubtedly room for improvement in what I have said.

These are tough--so I think a close translation is the best solution. Based on the SAP glossaries and Van Dale, my best stab is:
stornoincasso = returned collection
veegincasso = sweep collection

returned/failed direct debit, final direct debit

as an incasso is a direct debit in (UK) English and a storno is a reverse entry, that makes the stornoincasso a reverse(d) direct debit, but is possibly a returned direct debit similar to the return collection already suggested. See first reference.

Maybe sweep direct debit is the veegincasso, but I think the context shows it to be a final dirct debit
