Actually I don't know if a EU Arabic Style Guide exists. As reference for all the EU languages, you could take a look at the EU Interistitutional Style Guide here: http://publications.europa.eu/code/en/en-6000000.htm
I hope it will be helpful for you, even if Arabic is not listed.
