AMERICAN presidents have a habit of describing their Chinese counterparts in terms of awe.
On his numerous foreign tours, Mr Xi presents himself as an apostle of peace and friendship, a voice of reason in a confused and troubled world. Mr Trump’s failings have made this much easier. At Davos in January Mr Xi promised the global elite that he would be a champion of globalisation, free trade and the Paris accord on climate change. Members of his audience were delighted and relieved. At least, they thought, one great power was willing to stand up for what was right, even if Mr Trump (then president-elect) would not.
Mr Xi’s words are heeded partly because he has the world’s largest stockpile of foreign currency to back them up. His “Belt and Road Initiative” may be puzzlingly named, but its message is clear—hundreds of billions of dollars of Chinese money are to be invested abroad in railways, ports, power stations and other infrastructure that will help vast swathes of the world to prosper. That is the kind of leadership America has not shown since the post-war days of the Marshall Plan in western Europe.

لقد كان دأب الرؤساء الأمريكان نعت نظرائهم الصينيين بأوصاف الإجلال والمهابة.
خلال جولاته الخارجية المتعددة، يخرج السيد بينغ على الناس رسولا للسلام والمحبة وصوتا للعقل والحكمة في عالم تسوده البلبلة والاضطراب، فعجز السيد ترامب هو الذي سهّل عليه هذا الخروج. لقد تعهّد بينغ أمام نخب العالم، خلال منتدى دافوس الذي انعقد في جانفي- كانون الثاني، بخدمة العولمة والتجارة الحرة واتفاق باريس حول التغيرات المناخية خدمة جليلة. وقد نزلت كلماته على من استمع إليه بردا وسلاما، لانهم رأوْا في الصين القوة العظمى الوحيدة، ولو كان ذلك ظنهم، نية صادقة في مناصرة الحق، وهي نية لم ينبس بها السيد ترامب، مع أنه كان رئيسا منتخبا أنذاك.
وقد وجدت كلمات بينغ آذانا صاغية، ومن أسباب وقعها، أنه يستأثر بأضخم احتياطي من العُملة الصعبة يمكن أن يدعم به قوله. حتى وإن كان اسم مبادرته "الحزام والطريق" اسما محيرا، إلا أن الرسالة منها واضحة، أن تستثمر الصين من بيت مالها مئات المليارات من الدولارات خارج حدودها في مشروعات السكك الحديدية والموانئ ومحطات الطاقة وغيرها من مشروعات البنية التحتية حتى يعمَّ الرخاء على أصقاع المعمورة الرحبة. وفي المقابل، لم تُبدِ الولايات المتحدة هذا النوع من الزعامة منذ خطة مارشال لإعادة إعمار أوروبا الغربية التي عقبت الحرب العالمية الثانية.

مقدمة و تمهيد:
هذا الميثاق يمثل دعوة لتنسيق العمل السياسي بين التنظيمات السياسية الليبية بما يخلق ظروف داعمة وشراكة إيجابية في تأسيس الدولة الليبية لتكون دولة مدنية ديمقراطية لها سيادتها وتسودها المودة والآمن والسلام والتضامن والتسامح وتؤطر مستقبله تنمية بشرية مستدامة لتوسيع الخيارات وإتاحة الفرص لكل الليبيين والأجيال القادمة في حياة آمنة ومستقرة.
إنها دعوة سباقة لإنقاذ الوطن من مخاطر التشرذم والتقسيم والدخول في دوامة الدول الهشة أو الدول الفاشلة، وهي تتأسس على عراقة هذا الوطن والهوية الليبية الجامعة وتعاليم ديننا السمحاء وتقوم على التقدير الكامل لتاريخ هذه الدولة ودورها الحضاري ونضال أبنائها على مر العصور للمحافظة عليها وصون كيانها، وترى في الاحترام الكامل لحقوق الإنسان وضمان الحريات والآمن والسلم المجتمعي مخرجاً لا بديل عنه.
كما إنها تتوجه نحو الاحترام الكامل للفصل بين السلطات ضماناً لسيادة القانون ودولة المؤسسات والشفافية في إدارة شؤون الدولة ومواردها، وتعتبر المؤسسة العسكرية مؤسسة محايدة تتولى مسؤولية حماية الوطن والسيادة الوطنية.
وهي أولا وأخيراً مساهمة جادة ومهمة في مواجهة الظروف الصعبة التي تمر بها البلاد وتدفع بقوة نحو وقفة جادة وصادقة لتجاوز هذه المحنة ونبذ الفرقة فما يجمعنا نحن الليبيون هو أكبر وأكثر بكثير مما يفرقنا.
Translation - English Libyan Political Charter
Preamble and Introduction:
The present Charter is a call for Libyan political parties to coordinate their actions. It aims at creating supportive conditions and forging constructive partnerships to build a democratic, civil, and sovereign Libyan state where amity, security, peace, solidarity and tolerance prevail. That state will strive to promote sustainable human development by broadening life options and granting every citizen, and future generations, the right to a secure and stable life.
It is an unprecedented step to save the country from the risks of segmentation and division and prevent Libya from being a fragile or failing state. The Charter is based on the long-standing, deeply-rooted history and inclusive identity of the country. It reflects the true spirit of Islam and its sublime teachings, affirms the civilizational and historic role of Libya and the struggle of its people to preserve that role over centuries. The charter recognizes that there is no way out of the crisis other than the full respect for human rights and fundamental freedoms and the strengthening of security and social peace.
It also seeks a full respect of the separation of powers in order to ensure the rule of law, the State of institutions and transparency when managing state resources. The military shall be a neutral institution responsible for the protection of the country and for the national sovereignty.
It is, first and foremost, a serious and important contribution in facing up to the difficult times that the country is going through. It is firm commitment and a serious and sincere stand to overcome this ordeal and avoid segmentation. What brings the Libyans together is much greater than what divides them.
