Source text - Turkish Tüm risk grupları üzerinde etkisi olan enflasyon belirsizliği, hem ekonomik yapı içindeki planların rassal ve spekülatif olmasını sağladığından hem de fiyat mekanizmasını ve yatırım üzerindeki makroekonomik çerçeve etkisini bozduğundan maliye politikası değişkenlerinin yanı sıra reel sektör üzerinde de etkili olmaktadır. Ekonomide yüksek ve düşük enflasyon dönemlerine maruz kalan ve gelişmekte olan ülkeler statüsünde yer alan Türkiye ekonomisi için enflasyon hedeflemesi rejimi kapsamında, önemli bir gösterge niteliği taşıyan enflasyon belirsizliğinin etkilerinin araştırılması amaçlanmaktadır.Ekonomik performans ve seçilmiş maliye politikaları araçları kullanılarak finansal piyasalar için önem teşkil eden enflasyon modellenmiş ve enflasyon belirsizliğinin seçilmiş değişkenleri nasıl etkilediği tam bilgi en çok olabilirlik yöntemiyle kullanılarak çok değişkenli genelleştirilmiş otoregresif koşullu değişen varyans modellemesiyle tespit edilmiştir.
Enflasyon, ekonominin yapısı ve sosyal hayatta maliyetlere yol açan istenmeyen bir iktisadi oluşumdur. Bununla birlikte, uygun derecedeki fiyat artışları ekonomik faaliyetler üzerinde canlandırma etkisi yaratarak ekonominin gelişimine katkı sağlayabilmektedir. Yüksek-istikrarsız enflasyonun neden olduğu enflasyon belirsizliğindeki artışlar reel ekonomik faaliyetler üzerinde olumsuz bir etkiye sahip olduğundan, düşük-istikrarlı enflasyon ile sürdürülebilir kalkınmayı sağlamak makroekonomik politika yapıcılarının temel amaçları arasında sayılmaktadır.
Enflasyon olgusu, fiyat artış hızına, piyasa mekanizmasına, enflasyonist bekleyişlere ve ülke ekonomilerinin yapılarına göre değerlendirilmektedir. Türkiye ekonomisinde kriz, belirsizlik ve temel istikrarsızlık göstergesi olan ve dinamik bir yapıya sahip enflasyon iç içe geçmiş kavramlardır. Kamu gelirleri ile harcamalarının dengesizliği, borçların borçlanmayla giderilmeye çalışılması, bankacılık sistemindeki sorunlar ve rasyonellikten uzak yaklaşımlardan dolayı Türkiye ekonomisinde 1980 dönemi ve sonrası enflasyon olgusu oluşmuştur. 1989 yılında uluslararası sermayenin dolaşımındaki kısıtlamaları kaldıran Konvertibiliteye Geçiş Kararı ile sermaye hareketleri ekonomik yapı içinde etkili olmaya başlamıştır. 1991 Körfez Krizi ve 1994 yılında kamu açıkları ve iç dengesizlikler sonucu ortaya çıkan ulusal kriz döneminde sermaye hareketlerinde dalgalanmalar yaşanmıştır.
Translation - English Having an influence on all risk groups, inflation uncertainty is effective on both real sector and fiscal policy variables as it makes plans in the economic structure random and speculative and distorts the price mechanism and the macroeconomic framing action on investment. Within the scope of an inflation-targeting regime for Turkey’s economy – a country that has been exposed to periods of low and high inflation in the economy and is classified as a developing country – the effects of inflation uncertainty, which is an important indicator in this sense, are aimed to be studied. By using economic performance and selected instruments of fiscal policies, inflation which is important to financial markets were modeled and how inflation uncertainty affects selected variables were detected via multivariate generalized auto-regressive conditional heteroskedasticity modeling by using full information maximum likelihood method.
Inflation is an unwanted economic entity causing expenses in the structure of economy and social life. In addition, reasonable price increases can contribute to the development of the economy by creating an invigoration effect on economic activities. As increases in inflation uncertainty caused by high and inconsistent inflation have a negative effect on real economic actions, maintaining sustainable development with low and consistent inflation is seen as one of the main goals of macroeconomic policymakers.
Inflation phenomenon is evaluated depending on the price increase rate, market mechanism, inflationary expectations and the structures of countries’ economies. In Turkey’s economy, the words crisis and inflation – a term indicating uncertainty and general inconsistency, and holding dynamic structure – are interpenetrating terms. Public revenues and the imbalance of their expenditures, debts being attempted to be solved by getting into debt, problems in the banking system, and approaches far from rationality have caused the phenomenon of inflation to form in the 1980s period and afterwards in Turkey’s economy. With the Decision to Transition to Convertibility in 1989, lifting the restrictions on the flow of international capital, capital movements started to be effective in the economic structure. Fluctuations in the capital movements were experienced in the period of national crisis, which arose as a result of the Gulf Crisis in 1991, and the state deficits and internal imbalances in 1994.

For this purpose, based on the Cittaslow policies and goals (requirements for excellence), an evaluation form was designed (Table 2). The form consisted of ten parts in total. The first part of the form had baseline information of the study area.

Source text - Turkish Türkiye İstatistik Kurumu’nun (TÜİK) verilerine göre, Türkiye genelinde konut satışları Mart ayında geçen yılın aynı ayına göre yüzde 1.0 artarak 117 bin 205′e, aynı dönemde yeni konut satışları da yüzde 1.7 artarak 52 bin 374′e çıktı. Yeni konut satışlarındaki artışa karşılık, Türkiye genelinde ipotekli konut satışları olarak da tanımlanan kredili satışlar bir önceki yılın aynı ayına göre yüzde 14.3 azalarak 38 bin 822′ye geriledi.
Translation - English According to the Turkish Statistical Institute’s data (TUIK), throughout Turkey, existing house sales in March increased 1.0 percent compared to the last year's March, rising to 117,205. New house sales also increased 1.7 percent to 52,374 in the same period. Despite the rise of new house sales, mortgage sales dropped to 38,882, with a 14.3 percent decrease compared to the last year's March.
