"El pasado 9 de diciembre del 2008 en Sesión extraordinaria de Cabildo se aprobó por unanimidad de votos la elaboración de las declaratorias de destino para áreas especiales de conservación, por lo que se solicitó al Instituto Municipal de Planeación de XXXXXX, la elaboración de dichas declaratorias como parques de conservación para cinco diferentes áreas, incluyendo XXXXXX.

I think the above phrase means declaration of intended usage/objective for the specific areas as conservation reserves. In this case, destino is used to mean usage or objective, i.e. for conservation reserves.

on second thoughts perhaps this answer is too detailed -- perhaps the permitted use classes will be specified in later documentation. In that case I think desertfox's answer fits the context perfectly.
