It's difficult to say without the context that comes before this part, but this is my impression, especially since policies are not tended to be made "between countries", while politics are.

I think the emphasis should be on the values in the relationship. To me it sounds odd to say the "politics" between both countries

I understand it to mean that each country has its own politics, but underlying the apparent asymmetries are certain shared values--it's the values that they share, not the politics.
