Se trata de un doc de convalidación de título y empieza con la frase "Visto el escrito" (petición de convalidación). ¿Sería correcto traducirlo como "in view of the petition"?

having read the petition

If petition is what best fits "escrito" in your case, OK. Although "in view of" is close, "having read" or "having considered" is closer to the sense of "visto."

this may be a way to get not knowing WHO read it (unless the sentence goes on to elucidate it)
