'esclusa' does mean "lock" in English, but the sort of lock you get on a canal, not on a door! "Holding Area" seems a more natural translation for it here. I don't know if the APA has any significance, or if it is just a label for a particular holding area in this facility.

: this is possible, but I find it hard to imagine this 'esclusa' being a "sluice", just from the context here: I would expect more operational details for the trasfer of a weighed liquid into a sluice than are given here
