I'm afraid I don't have any more context. I'm translating the MSN chat written by a Mexican woman. Any ideas for this? It's full of slang and spelling/grammar errors. I can only find one reference to Tirando Barrio, a song. Is it slang for something?

ira is the coloquial form for the imperative mira (take a look at him/ have a look at him (aquel). Y mirar a alguien lleva a eliminar la repetición de a- mira a aquel. Tirar barrio for a mexicana native has the meaning of: just hanging around, kind of showing off.

This is what I found for "tirar barrio". It seems to be something like to be involved in the life of the neighbourhood, to run the neighbourhood (not in the boss sense, in the wild adolescent sense), to shoot the shit with your neighbours, walk around the neighbourhood, that really Mexican thing to do when you wander a neighbourhood talking to different people and seeing what there is to be seen in the area around your house.

Irá could either be suggesting that he does it or considering the possibility of him doing it.

As for "Ira", that means "Mira". People here often drop the "m" on it and say "'iralo" (miralo).
So it would be something like "Look at him, acting all 'street'".
