Adrian MM, furthermore, "contudo" is an adversative conjunction, "albeit" is a concessive conjunction. Interchanging them would be your choice but would not be accurate to the grammar tradition as well.
Peer comment(s):

agree Adrian MM. : ...without, albeit, exceeding in its entirety *,* 20% of the contract value - a comma, rather than a possessive apostrophe, id needed.

You actually mean commas isolating the adverbial adjunct: "exceeding, in its entirety, 20%..." Even so, it's just a choice. We see the source text doesn't have it, and the ponctuaction between these languages is pretty much the same.

but will not exceed

You don't need to translate "contudo" or "na sua globalidade". They don't add anything to the sentence.
Peer comment(s):

disagree Adrian MM. : it does need to be translated

disagree Elizabeth Bolteri : The adversative conjunction needs to used in order to introduce an opposite idea.

I had to look up "adversative conjunction". Apparently it's a fancy way of saying "but".
neutral Matheus Gui : But you already translated it with "but".

Exactly! Does that mean you agree?

however, not to exceed the total of

This is how I would translate it. A second option might be:

not to exceed, however, the total of...

Example Sentence

Any other risk that does not exceed the total of 20% of the net premiums written by the international insurer. $750,000 Capital & Surplus with a minimum ... https://ocs.pr.gov/English/InternationalInsurers/Pages/Route...

without exceeding, though, in its full amount

nevertheless is not so much of a juridical term; it should be placed in the right place of the sentence.
