Spanish to English Law/Patents Law: Contract(s) Condominium Contract

I found this term in the definitions section of a Mexican leasing agreement for a condominium (in the "operational regulations" section). I don't believe "constituent" works here as a translation. Below are three instances of this term in the text:

CONSTITUYENTE y/o Desarrollador: Empresa o persona desarrolladora de la TORRE PANORAMA ACUEDUCTO (TPA)

Reglamento de Construcción: Significa el reglamento autorizado por el Consejo de Administración, o por el CONSTITUYENTE del Condominio

Reglamentos: Significan el presente Reglamento, el Reglamento de Construcción, el Reglamento de Administración y cualquier otro reglamento que autorice la Asamblea de Condóminos, o el CONSTITUYENTE.
