I'm translating employee interviews for a Spanish shipping line and there is a role mentioned numerous times called "delegada/delegado". I'm not entirely sure what this refers to or what would be the most appropriate term in English. The role seems to be specific to certain "delegaciones" in different locations in Spain, such as Ceuta, Melilla, Playa Blanca, etc. It seems to be a role that comes with certain responsibility, perhaps managing/representing the "delegación" (division?) in question.

Unclear out of context and from the question itself whether referring to Spain's equivalent of the UK's Governor General of the Monarch, say in Canada and Oz: delegado del gobierno -> government representative in a Spansih Province, West or of the shipping line, as an Agent.
The logistic-strategic regions of Ceuta, Melilla and Playa Blanca - where a military permit is required / out law office used to apply for - to build on the seaboard or query: employ ship's crew - connote to me a Regional Commissioner cf. Prefect in France, Italy or .... 'Delegate of the People' in Norway and not to be confused with a Regional Tax Inspector.
Delegado, as a weasel-word, even means an Assignee of a debt.

'area manager' would be 'delegado de zona', but for smaller, specific locations such as towns and cities, 'branch manager' works better.
