I've seen it translated as 'quarter' but I feel like this could either be referring to the latter (as you can be requested to send progress reports up to 4 times per year) or to a biannual submission, and therefore this is the second submission of that year. There's not enough context within the document for me to decipher this... If it is a biannual submission, I can't quite pinpoint the right term so any suggestions on this would be greatly appreciated.

I've been researching 'semester' within the context of clinical trials and everything that comes up is related to education (i.e. University courses etc.) - so I'm not sure I can use semester in this instance.
