Proposed translations
in which our childhood and youth were devoured by inadequacy
when we stood up to ... the inadequacy of which robs so many young lives,
whose shortcomings has brutally wasted many of our young generations
I agree with Yasser's generic intepretation of طفولتنا وشبابنا, i.e. it is not specific to the author.

Discussion
أزهقت أنياب التقصير فيه أرواح طفولتنا وشبابنا
The fangs of inadequacy brought about the downfall of the souls of our childhood and youth in (it)... (In the decision?)
When we say أزهقت الروح it is to destroy or to bring about the downfall of something without actually meaning the soul...
Here however, I assume that the soul or spirit of the childhood or youth is actually intended, but I'm not getting the full image of the intended meaning
