我之所以建议加上 city appearance,是从逻辑上考虑,并非因为”秩序“二字,原句中的”秩序“可以删掉,例如改成”影响全市市容和环境卫生的“。原句属典型的官样文章,有语义和逻辑错误,so we'd better not take it too seriously, or take it seriously by doing some surgical operation on it.

◎Wilman-- 我的理解:我觉得这里的"环境卫生秩序"仅指车辆问题。如果是“影响全市环境卫生秩序的无人认领的堆物堆料以及长期遗弃或不按规定停放的各类非机动车”,那么就两项都指了。
@Martin-- 有道理。我没注意到这里特地说了“长期遗弃或不按规定停放”。 :-)

There are two things in this sentence: 堆物堆料 and 非机动车, I believe it's more than parking here. However, I agree that 环境卫生 should be one term after reading others' interpretation. The 堆物堆料 will definitely affect the sanitation level of the environment.

Shaunna,之所以用parking regulations (/control)是因为实际情况是这些规定regulations因时而变,因人而异,也许用得上control吧。文中提到“遗弃或不按规定停放。。。各类非机动车”,感觉应该在指parking.

sanitary tidiness of the environment

I think it is 卫生秩序 of 环境, one thing not three (环境、卫生、秩序). It is used here for the problem of non-motor vehicles affecting the "tidiness" of the streets (not really an environmental or sanitary hazard).

Would sound awkward anyway, but here goes my try:

We are talking about bicycles being parked anywhere and hence cause an unpleasant sight. I think I will use 'environmental hygiene and tidiness'. Shaunna you are right, 'non-motor vehicles affecting the "tidiness" of the streets", can we just summarize it as 'violation of parking regualtions or control'.

(city appearance and) environmental sanitation

I think 环境卫生 here is being used rather loosely (typical of Chinese government-speak). Strictly speaking, 环境卫生 corresponds to environmental sanitation, which mainly deals with maintaining public hygiene, preventing infectious diseases and thus safeguarding people's health (more often than not the image of street cleaners pop up upon seeing 环境卫生 or briefly 环卫, actually they should be broadly and politely called sanitary workers.) But here, regulating the parking of non-motor vehicles more likely belongs to the work scope of city appearance maintenance corps, in Chinese 市容 (city appearance) or broadly 城管 (city management)。

However, I still doubt if "environmental sanitation" includes "city appearance maintenance", if yes, then simply "environmental sanitation" would do.

Thank you, Shaunna! “环境卫生秩序”本身是一个偏正词组,即环境卫生/秩序,这个秩序在中国官样文章里有时就是一个可有可无的“后缀”,例如:公共安全秩序。实际上这篇文章的逻辑性不是很严密,如果把“影响全市环境卫生秩序”这个修饰语放到“无人认领的堆物堆料”前面,这样会通顺得多。想必这不是什么高级别的报告,有些措辞其实不必看得那么认真,遇到逻辑不通时该调则调,该删则删。
