I think it is 卫生秩序 of 环境, one thing not three (环境、卫生、秩序). It is used here for the problem of non-motor vehicles affecting the "tidiness" of the streets (not really an environmental or sanitary hazard).

Comment: "Sorry, but IMHO 'sanitation' does not really apply here. I think Shaunna's 'tidiness' for '秩序' fits the context. We are talking about bicycles being parked anywhere and hence cause an unpleasant sight.

I think 环境卫生 here is being used rather loosely (typical of Chinese government-speak). Strictly speaking, 环境卫生 corresponds to environmental sanitation, which mainly deals with maintaining public hygiene, preventing infectious diseases and thus safeguarding people's health (more often than not the image of street cleaners pop up upon seeing 环境卫生 or briefly 环卫, actually they should be broadly and politely called sanitary workers.) But here, regulating the parking of non-motor vehicles more likely belongs to the work scope of city appearance maintenance corps, in Chinese 市容 (city appearance) or broadly 城管 (city management)。

Thank you, Shaunna! “环境卫生秩序”本身是一个偏正词组,即环境卫生/秩序,这个秩序在中国官样文章里有时就是一个可有可无的“后缀”,例如:公共安全秩序。实际上这篇文章的逻辑性不是很严密,如果把“影响全市环境卫生秩序”这个修饰语放到“无人认领的堆物堆料”前面,这样会通顺得多。想必这不是什么高级别的报告,有些措辞其实不必看得那么认真,遇到逻辑不通时该调则调,该删则删。
