Copy (duplicate or photocopy) of household registration
Weiwei has the correct idea. But hers is an abstract noun. What "Mingbu" means is the physical copy (used to be a handwritten duplicate, now, mostly a product of the office copier) of your family's page(s) (or relevant part of the page) in the household registration book kept in the HROffice. The government (likely the foreign office) translation is not always perfect.
