You have to imagine that Nazi Germany had a government which was actually composed of the Nazi Party with its 三个代表. The armies had to be under supervision of the Party. A “Kommandierenden General (commanding general)“ had to listen to a Feldmarschall of SS, something like a commander of the PLA has to listen to a 军区军委主席.
