When handling cold material that can cause frost burns, wear heat resistant gloves, safety hat and visor, cold resistant overalls (with cuffs over gloves and legs over boots) and heavy duty boots e.g. leather for cold resistance.

it means that the overall legs should be pulled OVER the top of the boots. This is to avoid the material entering the boots as could happen if the overalls were tucked INTO the boots. Same goes for the overall arms which should be pulled over the wrist part of the gloves.

You need the legs of the overalls to be outside the boots, rather than inside (therefore if something splashes onto them, the splash will run down and onto the floor rather than getting into the boots.
