\"Their access to resources is not secure: It was decided by the Law no. 2380 that special provincial administrations be granted a share of 1.70 percent of the total collection of the state budget tax revenues. 80 percent of the 1.40 percent of this share is allocated to special provincial administrations according to the latest general census. 20 percent of this share is transferred to the “Provincial Special Administrations Fund” under the authority of the Ministry of the Interior to be used for the investments of these administrations. The remaining 0.30 share is included in the “Local Authorities Fund” under the authority of the Ministry of the Interior and Ministry of Public Works and Settlement. In addition, 15 percent share of the property tax collected by municipalities is granted to provincial special administrations.

\"Central administration may provide aid to the special provincial administrations because of insufficiency of their revenues. Provincial Special Administration Law 12 finalises that allowances can be transferred to these administrations from the administrations with general, annexed and special budget. These aids are allocable, and may not be used for the purposes other than its allocation purpose. Among the state aids are; allocations from the Provincial Special Administrations Fund and Local Authorities Fund, and the amounts transferred from the Ministry of National Education, Village Services General Directorate, General Directorate of Youth and Sports and the budgets of the State Planning Organisation.\"
