El término que consulto aparece en una sección informe sobre la actividad marítima del país.

Este año recalaron 132 **buques de travesía internacional** en los puertos del litoral pacifico mientras que en el atlántico recalaron 231 buques de este tipo.

De igual modo, este año hubo una reducción en el número de buques que atracaron en ambos litorales.

Considerando que el tema principal trata sobre movimiento de carga pienso que podría traducirse como:

cargo/commercial/sea-going vessel; no obstante estaría omitiendo "internacional"

Since most of the international cargo ships halted in quarantine, there are possibilities that cargo backlogs will cause problems to freight operators. In some of the cases, the containers are being sent back to origin due to the port congestion while some countries are avoiding Chinese shipments.
