I have just heard that there is no PayPal service in Ukraine. Does anyone have any idea why? As for me, no sence to use PayPal in the countries of ex USSR. Much more easier to receive cash, or transfer to bank account, or at least Western Union transter.

If you have abundant clientele who pays you the way you like, there is definitely no need to bother. If you desperately want a certain order, and the customer's only payment way is Paypal, and you reside in ex-USSR, it is nice to have at least something handy to help you hook this aspired order of yours | |

I would say at least all countries where currency exchange is regulated (non-convertible currency). Being able to legally change currency at will is a chance. There's no Paypal in Egypt either apparently. They tend to use moneybookers instead, which once led to me not being paid and why I would be very wary of accepting any work from there again. | | | Belarus not on the Paypal list, too | Jan 8, 2013 |
We have the same situation with Paypal in Belarus as in the Ukraine. As for different sutuations - you never know what may happen. I read about someone's experience of the kind. | |

To explain the situation, I live in Brazil and need to buy something from a Ukrainian supplier. This is a one-off operation and the cost is not large. The supplier has suggested Western Union but I guess the charges would be very high. I have no clients in ex-USSR as yet but thank you for the information, if the situation ever arises I know what to expect. If you live in a country where Paypal is not present, you can link your Paypal account to a bank account in a country served by Paypal. But if your account is very active, I think at some point you need to prove that you reside in the country of the linked acccount (money-laundering measures). Philippe | |

Another issue, which I sometimes see mentioned, is the purportedly high level of credit card fraud in Ukraine, but thanks God I cannot confirm these allegations with my own experience. Also, it can be the legacy of the period, when Ukraine did not co-operate with the bloody AML task forces back in 2003... Who knows. On the other hand, Skrill (nee Moneybookers) does work with Ukraine, but doesn't work with the USA (at least, it didn't a couple of years ago). It looks like a U-to-U conspiracy to me A couple of years ago, we had the same issue in Croatia. I was able to pay with Paypal, but coudn't receive any payments unless it was a refund. I guess, since 2011, I can receive payments, but they have to be on my account for at least 30 days before Paypal automatically withdraws the funds to my bank account. In case of Croatia, if you make a payment today - on 11 January, I'll receive it on 1 March. Imagine now, a client has payment terms of, e.g., 45 days, more than two and a half month will pass before I have my fee at my disposal. Nevertheless, Paypal has made my life much easier, I can accept jobs from almost any country in the world and last but not least, I have almost given up Skrill (nee Moneybookers), because of their ridiculous conversion rate. The usual conversion rate is 7,50 HRK for 1 EUR, but Monebookers use a rate of 8,20 HRK for 1 EUR.
