Alphabetical index for terms in Slovak

Does anybody know how to create alphabetical indexes for terms in Slovak?

The problem is that Slovak contains a lot of letters with diacritical marks. Which of these letters should be included into a separate section and which shouldn’t? (E.g. should the words beginning with “A” or “Á” be in the same section or in separate sections?)

We would be grateful for the links to the web sites with examples of creating indexes.

with diacritics (á, ä, é, í, ú, ý,ô, ó) do not form separate groups, while consonants with diacritics (č, ď, ľ, ň, š, ť, ž) can form separate groups. Alternatively, as I think, the division can be based on used diacritic sign with accute accent and inverse breve not allowed to form separate groups and breve allowed to do so. But in most dictionaries I have ever seen a letter with diacritics was included in a group of same letter without diacritics.
